Emergency Response and Disaster Management

With increasing weather and climate change, disaster situations are common in Sri Lanka's coastal and mountainous regions. The Great Flood of 2003 and the Tsunami of 2004 turned us into disaster management as an organization. By 2004, despite being an inexperienced disaster situation, Deherm was able to understand it in a short time and engage in relief and rehabilitation services by sharing experiences with international relief service groups. Many methods of learning about relief services were learned here.

Building temporary houses for the internally displaced persons, providing food and drinking water, providing psychological counseling and social integration services to the victims and their families, developing permanent houses and living conditions, many relief and rehabilitation services have been launched following the procedures of international agencies.

Working together with international relief service groups, creating the largest youth volunteer group and deploying them in relief services, many subsidies including dry food, medicines, hygiene items, youth sports, hobbies, psychological counseling services, health clinics, distribution of school equipment, providing covers for temporary houses. Operated under emergency aid supplies. For that, Save the Children International worked with DEIHERM as the main support and host organization.

Community infrastructure was developed under the Post Tsunami Rehabilitation and Reconstruction Programme. There, a multi-faceted development program was launched such as creating a permanent eco-friendly housing scheme for the homeless, promoting sanitation facilities, providing relief for livelihood development by empowering the home economy, encouraging sustainable garden agricultural products, and developing new entrepreneurship through entrepreneurship training.

Drinking water supply systems, repair of damaged school buildings and development and construction of community halls and innovative methods of learning and teaching were also carried out under this programed. Technical and financial contribution was provided by UNDP UNV / UNDP SSGF and UNDP GEF-SGP.

Under the IUCN Novib Green Coast Project of the World Conservation Union, with the aim of developing sustainable ecological livelihoods and conservation of wetlands and coastal environments, Panwagava (Rush and Reed)  and related handicrafts production and exhibition marketing project was carried out in the Hikkaduwa tourism zone. It was positioned as a sustainable livelihood development programed

කාලගුණික හා දේශගුණික විපර්යාස ඉහළ යාමත් සමග ශ්‍රීලංකාවේ  මුහුදු බඩ තීරය  හා කඳුකර පළාත්වල ආපදා තත්වයන් බහුලවිය.   2003 වර්ෂයේ මහා ගංවතුර  සහ  2004 සුනාමි ව්‍යසනය අපි සංවිධානයක් ලෙස ආපදා කළමනාකරණයට යොමු   කළේය.  2004 වනවිට පෙර අත්දැකීම් විරහිත  ආපදා තත්වයක් වුවද එය ඉකා කෙටි කලකින් අවබෝධ කොට ගෙන ජාත්‍යන්තර සහන සේවා කණ්ඩායම්වලද අත්දැකීම් හුවමාරු කරගනිමින් සහන හා පුනරුත්ථාපන සේවාවකද නිරත වීමට ඩීහර්ම් වෙත හැකියාව ලැබුණි. සහනසේවා පිළිබඳ ඉගෙනුම් ක්‍රම රැසක් මෙහිදී ඉගෙනගැනීමට  ලැබිණි.

අවතැන් වූවන්ට තාවකාලික නිවාස ඉදිකර දිම,ආහාර හා පානීය ජලය සැපයීම, විපතට පත්වූවන්ට හා ඔවුන්ගේ පවුල්වල දරුවන්ට මනෝ සමාජීය උපදේශන හා  සමාජ අනුකලන සේවාවන්  සැලසීම, ස්ථිර නිවාස හා ජීවනෝපාය තත්වයන් සංවර්ධනය කිරීම ජාත්‍යන්ර ආයකනවල ප්‍රමිකීන් අනුව යමින් සහන හා පුනරුත්ථාපන සේවාවන් රැසක් දියත් කර ඇත. 

ජාත්‍යන්තර සහන සේවා කන්ඩායම් සමග එක්ව වැඩ කිරීම, විශාලතම තරුණ ස්වේච්ඡා කණ්ඩායමක් නිර්මාණය කර සහන සේවාවන්ට යෙදවීම, වියලි අහාර , ඖෂධ, සනීපාරක්ෂඛ ද්‍රව්‍ය, යෞවන ක්‍රීඩා, විනෝදාංශ,මනෝඋපදේශන සේවා ,සෞඛ්‍ය සායන, පාසල් උපකරණ බෙදාදීම, තාවකාලික නිවාස සඳහා ආවරණ ලබාදීම ඇතුළු සහනාධාර රැසක් හදිසි ආධාර සැපයුම් යටතේ ක්‍රියාත්මක විය. ඒ සඳහා Save the children international  ප්‍රධාන ආධාරක හා සත්කාරක සංවිධානය ලෙස DEIHERM සමග ක්‍රියා කළේය.

පශ්චාත් සුනාමි පුනරුත්ථාපන හා ප්‍රතිසංස්කරණ  වැඩසටහන යටතේ ප්‍රජා යටිතල පහසුකම් සංවර්ධනය කෙරුනි. එහිදී නිවාස අහිමි වූවන්ට ස්ථිර පරිසර හිතකාමී නිවාස යෝජනා ක්‍රමයක් ඇතිකිරීමත්, සනීපාරක්ෂක පහසුකම්  ප්‍රවර්ධනය කිරීමත්, ගෘහ ආර්ථිකය සවිබල ගන්වමින් ජීවනෝපාය සංවර්ධනයට සහන සැලසීම, තිරසර ගෙවතු කෘෂීකාර්මික නිෂ්පාදන දිරිගැන්වීම, ව්‍යවසායකත්ව පුහුණු හරහා නව ව්‍යවසායකත්වයන් සංවර්ධනය කිරිම වැනි   බහුවිධ සංවර්ධන වැඩසටහනක් ලෙස දියත් කෙරුණි. 

පානීය ජලසම්පාදන ක්‍රම, විනාශ වූ පාසල් ගොඩනැගිලි අළුත්වැඩියා කිරීම හා ප්‍රජාශාලා සහ  ඉගෙනුම් හා ඉගැන්වීමේ නවෝත්පාදන ක්‍රම සංවර්ධනය හා ඉදිකිරීම් ද මෙම වැඩසටහන යටතේ සිදු  කලේය.  ඊට තාක්ෂණික හා මූල්‍ය දායකත්වය UNDP UNV / UNDP SSGF and  UNDP GEF- SGP මගින් සපයන ලදි. 

තිරසර පාරිසරික ජීවනෝපාය සංවර්ධනය හා තෙත්බිම් සහ  වෙරළ ආශ්‍රිත පරිසර සංරක්ෂණය  කිරීමේ අරමුණින්  ලෝක සංරක්ෂණ සංගමයේ  IUCN Novib  Green Coast ව්‍යාපෘතිය යටතේ පන්වගාව සහ ඒ ආශ්‍රිත  අත්කම් නිෂ්පාදනය හා ප්‍රදර්ශනාත්මක අලෙවි ව්‍යාපෘතියක් හික්කඩුව සංචාරක කලාපය තුළ සිදු කලේය.  එය තිරසර ජීවනෝපාය සංවර්ධන වැඩසටහනක් ලෙස ස්ථානගත විය.
